perhaps more like an export setting. it seems to me that one project could have multiple target platforms - both desktop and mobile versions of sites, integration in other apps for either desktop or mobile.
I've been happily piling in high quality images to create an animation which is very nearly a proper anime feature, and the data size of all those large background images and transparent pngs is adding up.
I'm not technical enough to know if using high quality source material will directly translate into a heavy download when it's output into an integrated player, but it seems to me that for a mobile platform target, you'd want to lower the size of all those assets when exporting the project.
also, i imagine that performance at runtime would be an issue if there are a ton of high resolution images in an animation.
